The Ministry of Electronics and Information Technology (MeitY), in collaboration with think tank iSPIRT, has proposed the Data Empowerment and Protection Architecture (DEPA) for AI training. The consent-based framework aims to unlock large-scale, India-specific datasets for startups, businesses, and academic researchers while ensuring compliance with the Digital Personal Data Protection (DPDP) Act. The techno-legal architecture utilizes confidential clean rooms, differential privacy, electronic contracts, and zero-trust security. These technical pillars will allow organizations to collaborate and train artificial intelligence models securely without directly sharing or exposing the underlying raw citizen datasets to external entities.
