Messaging platforms including WhatsApp, Telegram, Signal, Snapchat, ShareChat, Josh, and JioChat must implement the Department of Telecommunications' SIM-binding mandate by December 31, 2026, ahead of a January 1, 2027 rollout. Issued under the Telecom Cyber Security Rules 2024, the mandate requires messaging applications to remain continuously linked to an active SIM card inside the user's device, ending standalone account operation without a physical SIM. The government introduced the regulation to boost user traceability and combat cross-border cyber fraud, digital arrests, phishing, impersonation, and fraudulent investment schemes exploiting Indian phone numbers.
